This study focuses on the role of tax incentives in RD and capital expenditure decisions in small and medium enterprises (SMEs). It uses both interviews with finance directors (FDs) of SMEs and chartered accountants (CAs) and a survey questionnaire directed at finance directors. The results, which should be of interest to both policy makers and CAs advising businesses, indicate that businesses in practice only explicitly consider tax implications for their investment decisions if they are substantial. This is probably a reflection of the fact that smaller tax incentives are either known because they have been in force for ten years or rough estimates suffice to realise that they are too small to influence expenditure decisions. When the incentives are small, businesses rely on their CAs to apply for any available tax allowances after making expenditure decisions in the basis of commercial criteria.
