The last few years have seen a growing recognition of the need to develop a reporting framework for human capital, culminating in the establishment by the Department of Trade and Industry (DTI) of the Accounting for People Task Force which in the spring of 2003 published a consultation paper "Accounting for people" looking at the ways in which organisations can measure human capital management (HCM)." This booklet looks at whether the operating and financial review (OFR) can provide the way in which companies develop and refine their HCM reporting.
